query regarding council tax

I ask this question on behalf of my friend. She has seperated from her husband and is living on a temp basis with me and her mum. Her husband has been paid off from his job and is in the process of applying for a council tax rebate. she needs to takes her name off the council tax, because he will not get a rebate it her name remains there. She is in full time work. My question is, because she is staying with me and alternating with her mum will this affect my council tax. she is only planning to stay for 3 months when she is then moving abroad, also, does she need to tell them where she is living.

As far as you are concerned she may be staying at your house but she isn't living there until such time as she makes a permanent arrangement or a settled pattern of living.

she has contacted them today. They advised that her mums council tax reduction would change even though she would be there for 2-3 months.
I was wondering, how can they find out where you are living if you don`t tell them0 -
If an elderly person living on their own has to move the bedroom downstairs into a room that was previously the dining room, can they claim some discount? PLease. if so , how do they go about it. Many thanks.0

Non dependent decuctions apply only to council tax benefit, not to council tax. With council tax, it doesnt matter if you live in the property for 1 day, technically you need to declare it so that liability can be decided - her living there may remove a single persons 25% discount, techniaclly her moving in to a house could give her 100% liability even if no council tax was paid by the other people living there before she moved in.
Effectively, if you dont tell them, they dont know...
A disabled band relief can only be granted if:
1)The house is adapted for a wheelchair
or
2) There is an extra room specifically for the use of the disabled person (not kitchen or bathroom)
or
3) An extra kitchen or bathroom has been built on
Generally, using an existing room as a bedroom will not be enough for the band relief, it may be worth contacting the council and see if they run any local schemesI no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals.
