With that length of line you may well experience ongoing connection problems.
Some options are invest in a router such as a 2Wire 2700 or Speedtouch ST 585 v6 which are good over long lines or regrade back to whatever package you were on, presumably a fixed rate package.
Pity you can't get your line stats though, it would help to profile your line a bit better. Maybe you could borrow a router and get the line stats as per kitz's list?“I look like Spiderman at a funeral”~ Karl Pilkington0
