have you tried skype ?, I use it and its very good.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

have a look on here http://100-downloads.com/
near the bottom of the page are links to the main VOIP services, some offer free connection to landlines.
Hope this helps
Cheers

1899.com, 18866.com. Voipcheap and Voipbuster are all the same company - Finarea SA.
Skype's ok, but you have to pay for calls to landlines. We use Voipbuster all the time and it's great - you can't beat free!
To beat VB, any other company would have to pay me to make calls!0
