Seller asking for a Neg

Ok so I bought a pair of shoes decribed as "New in Box" Unworn listed for 99p, thought I was onto a good thing as the end time was early morning....I won the item for £2.19. I received the item and no they were not new in box, they were well worn shoes..quite well worn and no box....
So I emailed the seller and asked why she decribed the shoes as New...when they were worn...Sellers reply was well thats how I got them.....Ok so I ask where did you get them...(honestly like pulling teeth) Seller reply, got them off ebay, So I replied well that does not matter but why describe them as new and unworn...Sellers reply was well I have not worn them...(utter numpty) So I replied, well since you know they have been worn you cant now sell them as new in box and unworn....Seller came back with well if you dont want them send them back but will only give you the cost of the shoes and not postage.
Well the shoes cost me £2.19 p&p £2.00 now if I could be bothered to send them back at cost of £2.00 I would be £4.00 out of pocket, total cost of buying the shoes....utter waste of time
I am quite amused at this as this is a fairly new Seller, less than 50 feedbacks and being on ebay less than a year, this is the second new seller thats tried to pull a fast one, whats wrong with these new sellers, do they not care, do they not understand how ebay works????
On the one hand I do feel like throwing a neg her way but just can't bring myself to do it over £2, but she just does not get that shes done something wrong, shes not even addressing the issue...with a Neg at less than 50 feedbacks shes never going to be 100% positive...

No the seller is not willing to refund, I get the impression from her emails that I am wasting her time pointing out the fact that the shoes are not new......I cant help but laugh....not sure if I will relist them, not really worth it, will poss give the shoes to my local charity shop.....

It isn't just new sellers though - I bought off an established seller a year or so ago - clothes bnwt - no swing tags on any item and when I asked her she said well they have the tags in the back of the clothes- meaning the labels that all clothes have! I didn't neg her as I had bought on my selling account however soon set up a buying account too. I might as well lose that now!
She is merely a seller working under the TSFE acronym that so many buyers work under! Neg her.0 -
If you open an Item Not as Described dispute the Seller will have to refund the whole amount whether she likes it or not!
I sold a jacket two years ago on ebay. Full swing tags, unopened packaging other than to photograph item and the Buyer insisted that it had been worn??????
The tags were fastened in down the front of the jacket................0 -
