Would the user been complaining if they had won a high amount on their bet - I think not!!!
But it down to experience and be more vigilent in the future with which card you are using.
A bank / credit card company will just laugh in your face if they say you want your money back. Its the cardholder responsibility to make sure the card is closed; just because they said they would do it; you are not the only cardholder they have to look at. Most will only allow cards to be cancelled over the phone0
