Cash Isa Withdrawl Question. Help Please!!

My mother has a cash ISA with £3000 from last year and £70 from this year.
If she makes a withdrawal of £2000 (New Bathroom) in September and has put no more money in for arguments sake since the £70.
Would it count as £70 towards this years allowance or £2000 towards this years allowance of £3600.
If I'm not explaining myself correctly can she put in another £3530 or is £1530.
Probably a dumb question, but these cash ISA's are really starting to confuse me now!
