Which free "photoshop" type software would you recommend, please?

I need a free software for a basic beginner in digital photography, please. Especially to correct over exposed photos (sun too bright in them making the photos whitish.)
I have Windows XP home version.
If you need more information I am happy to give it.

    Personally I found Gimp difficult to use, so I much prefer Picasa. It's not as versatile as Gimp but it's great for simple fixes and ideal for beginners. And it can also be used as a photo library/storage system.

    Gimp is good but I prefer Gimpshop which is the Gimp modified to look more like Photoshop.

    No reason to stick with one. They each serve different purposes. I use picasa myself for organising my photos and doing "quick fixes" such as red eye, contrast and resizing/resolution. But for editing properly etc then I also have GIMP installed and use it. It is a steep learning curve to get use out of all the features but then so is Photoshop. I'd say use both, they're not mutually exclusive programs to have.

    How about free Photoshop Express from Adobe, the only real way to get some Photoshop functions for free, but online only, but you also ghet 2Gb of space for storage too, info here.

    Else Paint.Net is very good (as is the GIMP previously mentioned)

    In my experience, nothing comes close to Photoshop I use it all the time, but if you can't afford the full versions, try Photoshop Elements around £50 to £60 (from Amazon etc) it's a excellent cut-down package for home users.

    You could also look at Serif photoplus, older version for free

    I know it is not Photoshop but it may do what you need
