transfers in on an isa??

hi sorry if this is a daft question but trying to sort out my dads finances!!!
he has about 16k in 3 different cash isas but they all pay poor interest is it right i can transfer these to a new isa that accepts transfer in and then not use his allowance for this year???
we were looking at putting it into IceSave Easy Access ISA is this the best one avaliable at the moment?

As the response on your other post :-
1. Yes you can consolidate them all into a better paying account by transferring them in. You need to get the new provider to organise all the transfers. You can't DIY.
2. But that doesn't stop your Dad using his £3600 allowance for this year (in the same ISA you open for the transfers .. if you wish) .... as the transfers are not regarded as a 'contribution'.
3. Have a look at the Moneysupermarket link (in blue at the top of this forum) for the best paying ISA that accepts transfers.If you want to test the depth of the water .........don't use both feet !0
