House buying offering!

Hi all. What a great forum and bunch of people you are.
I am looking at a house in North Tyneside. It is up for offers around £189950. It is a 4 bed detatched and is around 9 years old-really nice. I am ready to make an offer (never done this before as our first and current house is RTB) and wondering what to offer. The house has been on market for 8 months, with not many viewings and no offers made. The vendor does not live there, there is no chain. Only thing that may put people off is its in between 2 schools and noisy at play times!! Doesn't bother us though.(one school closing soon, which people probably dont realise)
Anyway, am I right to think the above facts put us in a good bargaining position? What is acceptable - 10% less as first offer?
Advice will be greatly appreciated,

What will happen to the school site when it closes? I think I'd prefer a busy school next door than an empty derelict building or an unknown council build going up.0

3x income is around £100,000 - we will have around £50,000 deposit. no idea of rental value, it is empty at the moment. School closes in 2011 and no idea what will be built, suspect more housing though if things are looking better by then!0

You'll be potentially living next to a derelict site for some time and this is what happened at Radcliffe School in Chadderton.

Thanks, the school that will close is the one farther away past the entrance to the estate. Won't they just laugh if i offer just £150,000 !!!!0

What type of housing and for who - 40% affordable, problem families? I basically avoided 1990s and later estates to avoid the statatory affordable housing... maybe it's different elsewhere but the minority or bad HA tenants are so bad it's not worth the risk...0 -
They have to pass on offers to the vendor.
If you're worried about them laughing then fax it through.
have you got a mortgage in place? A solicitor lined up?
If you're ready to roll with a serious offer (Your existing house is sold?) then they won't.0 -
Thanks. Its is not social housing or buy to let as far as i can tell, visited very many times and very quiet and professional looking people-no HA.. Mortgage is not a problem , solicitor ready when needed (as soon as i put in offer) so I am told, But my house only up for sale in the next week.0

I meant what may be built... is there some local 'plan', round my way it consists of reserving a large portion of new housing for affordable and the more prestigious developments buy their way out, the medium level ones get the key worker stuff so the rest get a huge concentration where all the smaller units are HA and allocated to the most desperate which has a unfortunately a minority of utterly chaotic lifestyles...0
