Back to my original post, the information does not give the full picture when an offence can be dealt with under several different measures. It is too simplistic for any of the information to be seen as definitive.

I would happily go into more detail, but question33 has made his feelings about my opinion clear in his first response, and you know I can't abide people who will not listen to valid opinions.
