They can only work on the information given and try to find out more using the original information as a lead.
Unfortunately it is not always possible to get enough information to lead to prosecution of the offender. They may be good at covering their tracks or there may in fact be nothing illegal going on. It has been stated on this very site that a lot of people are wrongly reported as commiting fraud by other spiteful/misinformed people.0
