So I think they are targetting more than random unsolicited mailing, so to speak.
This happened to me too.
I applied for a card, got declined, next day, a Vanquis mailshot came through.
I live in a relatively affluent countryside area in Oxfordshire, so I very much doubt it was untargeted.0
