If someone wants to pay a license fee and declares that they have a black and white television, is that respetive fee payment usually sufficient to satisfy the system and the 'enforcement officers' or is a B&W tv owner likely to endure a visit to inspect the whether their TV is indeed B&W (as B&W tv's are so rare and unlikely these days)?
