Water connection

Hi all,
My friend is connected up to the mains water supply. He bought the house next door and discovered that the water supply to that house was coming from the pipe in his back garden, He now wants the new purchase to have its own supply of water from the mains on the street outside the house. Of course the water board want to charge him a very large sum of money to connect him..What course of action should he take, pay up or has he other options, I am told that if he requests a water meter to be fitted that the water board are obliged to connect him free of charge, Has anyone any experience of this??

You mean he wants an isolation point to the supply on the street (like a modern house)?

Is quite common (AFAIK) for "older" properties to be supplied from a common pipe with just their internal "stop-taps" as isolation.

Why should the water company shell out to alter supply arrangement to suit your friend's preferences (when otherwise there is nothing wrong with the supply)?

If he has a water meter fitted, there is no rule (that I know of) that says he would have to have a seperate branch installed from the street - they would probably fit it where the existing supply enters the house (perhaps under the kitchen sink)

Why does he want a seperate supply?
 I have a poll / discussion on Economy 7 / 10 off-peak usage (as a % or total) and ways to improve it but I'm not allowed to link to it so have a look on the gas/elec forum if you would like to vote or discuss.

what type of material is the incoming pipe
i.e is it lead as if so he can relay his own pipe work on his land to the boundary and then the local water company should renew the service to his property for free under there lead replacement scheme at no cost to the owner.

this can only be done if its lead though
need to have a lightbulb moment
