I have a cash ISA with L & G, which I took out a few years ago. I have also setting up one now with Birmingham Midshires for £3600. Can I also top up my 1st ISA this year - there is only £500 in the 1st one?

No, you can only pay new money into one Cash ISA per tax year.
You could transfer the old one to Birmingham Midshires, if they permit inward transfers, or to a new provider that offers a better rate.0 -
