New regs state that (a) sellers can't leave negative feedback; and (b) paypal will only release monies when the buyer has left positive feedback OR they will hold onto the funds for 21 days, and then release providing no claim for a refund has been made.
To my mind, this leaves the system open to abuse - some buyers (not all!!) may abuse it, and use this as leverage to get money back/discounts/refunds when not necessary! The possibilities are endless.
Also, paypal get to keep the interest!!

Outrageous......
I have pressed e-bay on the issue, and so far the only response I can get is that paypal are holding the monies, not them. Yet it's their rules, surely?

Just a quick note to clear something up,
In regards to paypal holding the money for 21 days, that only applies IF the auction is deemed possibly fradulent by ebay/paypal, and this will based upon your detailed seller rating, if its below 4.5, if i remember rightly.0
