Is this the right time for A Wrap Account?

Rather than split my investments between a Cash ISA and a Stocks and Shares ISA it has been suggested that I invest the total amount of £7,200 in a Wrap Personal Portfolio which, by the looks of it is solely a selection of Share Funds.
I have 6 years before retirement and the Cash ISA appears more accessible. With the state of the stock market is it the right time to buy shares that may be 'cheaper' at the moment or is it more advisable to continue splitting funds between Cash and Stocks?

I'm not a big fan of wraps. At the moment, the software at the providers isnt good enough to include all the areas you want and I see no point in adding an extra layer of charges just so you can see things all on one page.
For that reason I prefer fund supermarkets which are cleaner on charges.I am an Independent Financial Adviser (IFA). The comments I make are just my opinion and are for discussion purposes only.
