Opening An ISA

If you open a cash ISA but don't deposit any cash and decide that you don't want that ISA any more, but want to open an other one (better terms) are you able to do this ?

If you've started the transfer you may not be able to stop it. But you can still open another.This is an open forum, anyone can post and I just did !0
