Best interest rate for an ISA transfer

DH and I each have a cash ISA earning 5% interest. Where's the best place to transfer this to get a better rate, tax free? The "Best Buy" tables in the paper seem to exclude transfers in. Can they be converted to stocks and shares or corporate bond ISAs?

We don't mind tying the money up for a while.

    As of 6th April there are only two types of ISA, Cash & Stocks & Shares - you are now able to transfer Cash ISAs into Stocks & Shares ISAs but not vice versa.
