Final word. After being called (from India again) in response to our latest letter (to Glasgow) and spending one hour on the phone speaking to 4 different people my partner was eventually offered £50 off the bill if she paid immediately. The payment plan they offered was 3 months, full repayment. Finally they agreed to £100 off if paid there and then by credit card.
So, it is obvious that they ARE able to deduct or cancel the bill, but have their orders to make as much money as possible and are allowed to haggle (like market traders). Still leaves us with £400 to pay, but a tiny consolation and in no way a victory.
