Advice needed on broadband access with no phoneline

My son is working in Liverpool for 6 months and has rented a flat there. It has no live phoneline - he uses his mobile anyway. Is there a way that he can get broadband access? In 6 month's time he goes back to living in halls at uni in Manchester, which has broadband - so he doesn't want to get tied into a long-term contract.
