O2: Calls to 08 Landlines Now Included?

I'd double check that - i would be surprised if calls to 08x numbers are included because it was only 6-8mths ago that o2 sent out notification to all their customers that 08x numbers were to be charged at 20ppm.

Whilst that part you quoted would certainly seem, by omission, to allow for numbers such as 0800 and 0870, this page appears to suggest that you will be charged:

Inclusive Minutes and Call Charges

1. Inclusive minutes on O2 Pay Monthly tariffs can be used for calls made in the UK to:
   • standard UK landlines (starting 01, 02 or 03); and
   • 07 numbers allocated to UK mobile network operators that provide mobile services with substantial national coverage (this currently includes the five major operators O2, Orange, T-Mobile, Vodafone and 3, and providers such as Virgin Mobile, Tesco Mobile and BT Fusion),

all provided that O2 may exclude from your inclusive minutes allowance calls made to any number ranges which O2 reasonably believes are being used for call forwarding services, onward calling services or numbers that pay a revenue share.
All tariffs include access to voicemail menus and voicemail retrieval at no extra charge. Calls to voicemail are not decremented from your inclusive allowance.    • non-standard or “special” 07 numbers (all those 07 numbers that are not specifically included in your inclusive minutes, including 07 numbers allocated to network operators in Jersey, Guernsey and the Isle of Mann), which are charged at 25p per minute, except Jersey, Guernsey and Isle of Mann numbers which are charged at 20p per minute, 076 numbers which are charged at 35p per minute and 070 numbers which are charged at 50p per minute. Please note that it is updated regularly as new number ranges are allocated or we become aware that the use of existing ranges has changed; or

2. As a promotional offer, calls made to “special” 07 numbers (other than 07744, 07755 and 070) will be included in your inclusive minutes allowance until 30th September 2008. If you use these numbers you will be reminded that the promotional period is coming to an end before charges commence.
3. Once you have used all your inclusive allowances, any calls made in the UK to numbers which would previously have been included will be charged at 20p per minute.
4. No because they do still charge to call all Non Geographical Numbers.

However if you have inclusive minutes you can use one of the Pre-Dial Geographical London Access Numbers 020 0222 0700/ 0900 to call Freephone Numbers only.;)

I think this has come about as a result of Ofcom's review of chargeable 08 number ranges.

All the moneygrabbing outfits who were hiding their use of premium rate 08xx numbers behind the mask of 'national rate' can no longer continue this scam as all 0870 numbers now have to be charged at either the same rate as the equivalent 01 or 02 geographic number or less.

These people have responded by migrating to 0871 numbers which still allows them to continue the practice of overcharging, but these numbers fall under the control of ICSTIS, the premium rate regulator.

O2 are probably updating their terms and conditions to reflect the new regulations which are due to take effect around now.

The Charging of 0870 numbers at 01/02 rates has been put on hold.

The main reason that O2 started charging was because the large amount of Intl Call Revenue they were losing due to customers calling overseas via 0844/ 0845/0870 Gateway Numbers.

0871 calls have never been included in their inclusive minutes
