Transferring ISA

I currently have an ISA with NS&I but they're only giving a measly 5.1% so I want to transfer the balance to another provider who are offering 6% upwards. I've only been with NS&I since September 2007. Can I just transfer the amount straight into another account? Also, will this affect the £3600 limit of paying in for the year?
Thanks.
Thanks.

DO NOT TRANSFER YOUR ISA YOURSELF!!! It has be transferred directly by the banks...
What you need to do is open your new ISA first then you can ask them to transfer your previous ISA for you.. it won't affect the 'new' allowance for 2008/9 you can pay in up to £3600 new money and transfer in any amount of previous years ISA''s . Do make sure when choosing your new provider that they allow transfers in... SOME DON'T#6 of the SKI-ers Club :j
