Hydrogen is not a energy source. It is merely a useful energy carrier. Unfortunately the production, storage and distribution of hydrogen is so monstrously inefficient, it will only be a useful fuel when we have energy is such abundance that the massive losses incurred will not matter.

There have been some independent tests that have demonstrated that properly done with well design equipment a fuel saving can be obtained. 40% is at the optimistic end of the scale and results vary greatly between vehicles.
Similarly there are many badly designed kits out there that don't really work.
