If you have the licence you wont get one, but as I have no interest in the British B*stard Corporation programmes or anything that may remotely interest me then as freedom of choice I have no intention of paying for something that I never use, just like I dont pay for diesel because I never use it but I pay for petrol, sounds just like ITV/BBC, but I dont get any threatening letters from esso telling me I will get a fine if I dont buy deisel.0 -

I'm afraid that's a slight exageration that TVL would like people to take as gospel truth.
Whilst it is illegal to watch or record programs AS THEY ARE BEING TRANSMITTED without a license, it is perfectly legal to watch tv-replay services such as BBC iPlayer of 4oD without one, OR use a device CAPABLE of receiving TV signals for playback purposes - the only ILLEGAL act us to use a device to receive signals with the intention of viewing or recording them.
Don't let TVL lies and miss-information prevent you from saving money.
MPI have a poll / discussion on Economy 7 / 10 off-peak usage (as a % or total) and ways to improve it but I'm not allowed to link to it so have a look on the gas/elec forum if you would like to vote or discuss.:cool:

Regards refunds, from what I gather they will gladly refund STUDENTS any unused quarters (hence why they ask where you are a student when you apply online) BUT they make it VERY difficult to get a refund otherwise. So regarding refunds - are you a student or not?

I'm not a student, and I asked for refund when I moved in with my then partner, as he already had a license.
Got a cheque about a week later, with no hassles whatsoever.

I'll tell ya what I hate. The fact that you have to pay the entire year, even if you buy one later in the year. We moved into our first apartment, didn't even live there the whole year, but still had to pay it. I was so mad.0

That was (presumably) because you were moving into another licensed property?
I was more coming from the angle of people who no longer had a use for one (i.e. stoped watching /recording broacast TVI have a poll / discussion on Economy 7 / 10 off-peak usage (as a % or total) and ways to improve it but I'm not allowed to link to it so have a look on the gas/elec forum if you would like to vote or discuss.:cool:

I have had a TV licence for several years paying by quarterly direct debit (£5 charge per year). Decided as belts are a little tight at the mo to switch to monthly direct debit to save the charge then find they are going to double my DD for the first 6 months then £11ish a month thereafter so they are effectively holding 6 months payment, around £66, in case I suddenly decide to stop paying them! I know that they will refund any extra if I cancel but they are still effectively holding £66 of my money which could be working elsewhere. I have read and understand the whole 6 months in advance 6 months in arrears thing but it is still a bizarre system that will leave me out of pocket indefinitely as I don't intend to move or stop paying my licence.
I wonder what interest they are earning on all those £66! Going to stick with quarterly for the moment.
Why can't they move with the times and set up an indefinite licence from the date you want it and just charge £11 a month until you don't want it anymore, possibly increasing the price as necessary at a known point each year just like any other company does.
Ridiculous system.
