Best deal for calling between mobile operator networks?

At the minute my wife is on PAYG Vodafone, but a lot of her friends & family are on other networks. The call charges for calling these other networks is excessive to say the least.
Perhaps it's time for her to move onto a contract that allows free minutes calling any mobile network.
The problem is I don't even know what search term to use to be focussed enough to give me a meaningful hit! (eg free minutes any network, is likely to yield heaps but not necesssarily what I want).
What's the buzzword I need or can anyone put me onto a good deal?

These are SIM only deals - ie you get the SIM and the minutes (no phone) - but they only tie you in for a months contract.
If the spend is less than fifteen pounds a month - Virgin do a tariff for !5p a min cross net with every five mins a day giving you another 5 mins free.
There are any number of options - depends on the usage - if its to a large number of differnt numbers the SIM only route might be best.
Remember you can keep your existing number - and port it to another network (just ask for a PAC (port authorisation code) from your supplier.0
