in Water bills
It looks as though I have 2 main water pipes coming through my house!The first one is mine and the second one looks as though it goes next door to my neighbours.This second pipe has now sprung a leak can anyone tell me who is responsible for this pipe because although it runs through my house it is not supplying any water to me. Thanks

I have a similar situation in a block of flats, 1 below, mine, 2 above - all supply pipes come up block through each others airing cupboards.
i.e. bottom flat has 3 coming though serving flats above, mine has 2 passing though goining on above etc...
About 12 months ago the pipe supplying mine developed a microsopic leak where it passed through the floorplate. Lucily my downstairs neighbour noticed before too much damage was done and I managed to fix it same day.
I "think" the person who is supplied by the pipe is responsible for it between the highway and their property - even if it passes through other property.
Of course the person who's property it passes through has a duty of care to ensure that they don't damage the pipe etc. They may have a covenant on their deeds to provide you reasonable access to maintain or repair the pipe also.

Ok,
if you own the property
You are responsible for your supply and the neighbours are responsible for theirs it is irrelevant where the supply goes.
If you rent it is the land owner/property owners responsibility for the supply and any leaks etc he is bound by law to get repaired (sect 75 of water industry act)
