o2 takes some beating at the moment.

Free connection, free wireless router, £5 discount each month if you have 02 mobile, not in a contract till you are happy with them, (50 days to change your mind and get a full refund), freephone uk based customer services and tech help, unlimited useage, starts at £12.50 (£7.50 if you get the discount) for 8meg.

Do you mean the " best " or the cheapest?

Tiscali is the pits as far as ISP's go.

Well you pay what you get for ultimately. If you want broadband with good service, customer service & allowances for bandwidth then be prepared to pay more than the cheapest rate!
