Water rates and council tax re-banding

Hello to all, long time lurker, and new to the forum, picking up some brilliant advise and helping getting money back on certain things, main one being Council Tax Re-banding, which leads me into the advise I am hoping someone could help me with. I'm and looking for advice.
Due to United Utilities making an absolute mess of our bill, Direct Debit screw up on their behalf, we have been getting nastily worded letters from Concillia, which we have to pay £652, plus the amount for our annual bill this year, takes our water payments to over £1100 for this year.
Before I start to talk to United Utilities, the advise I am asking for, is it possible for the water rates to be reduced, as my council tax was re-banded from E to D thanks to the advice on here.
They worked the water rates out on the rateable value on your house, surely common sense says if it is reduced the water should be reduced in line with this.

Welcome to the Forum.
Sorry to say that the Rateable Value(RV) has nothing whatsoever to do with Council Tax banding and there is no possibility of getting your RV changed.
RV finished in 1990, followed by Poll Tax and then Council Tax.
The RV was based on a notional rent that your property could command. So it was possible(and happened) for a huge unmodernised(in 1990) mansion in several acres that is now worth £millions(and is now Band H) to have a lower RV than a Band C estate semi. This was based on the premise that nobody would want to rent the mansion.0
