Phone number for your pc - FREE incoming calls!

can i use this to phone my pc from abroad at local rate then via my mobile phone? or when im setting up an account do i need to create a number that uses the area number being used abroad if that makes any sense?
so if i wanted to go netherlands, and phone my pc (in uk) from there at local rate would i need to set up a phone numbr on sip gate that uses their local area code or could i use the one i made i.e. 0203
