Transfering a ISA

Currently have well over the 35k with one bank, so am looking to transfer my cash isa (always maxed out from the start) to a better rate with someone else. can i just transfer and then top up with this years allowance.
1 which safe bank or setup offers the best rate at the moment

best rate atm is Lloyds TSB 1 year Fixed Rate ISA @ 6.5%.
Thread is here - lots of complaints but my transfer is now almost complete and worth it for the better rate.

Top up before transfer if your current rate is better than the very low rate Lloyds pays for < £9k (details in the thread).
