I'm currently renting in a new area, never seen a window cleaner in the 6 months I’ve been here, cleaned downstairs windows but upstairs are right mess, is it my responsibility to have them cleaned or would the property management company pay for it? Sorry if silly question, never been in this situation before

Yes it is your responsibilty to clean or have the windows cleaned also if you have a garden that is down to you for its upkeep.0

Sometimes, if you're in a development of some sort, there might be a window cleaning company that come round. I think ours has something like that.
Our tenancy agreement stipulates we're supposed to clean the windows inside and outside once a month - but I ignore that, esp. as it's an unfair term. Also, as we're on the 4th floor, you can't properly clean all the outside windows. But if you're in a house, I'd just pay a window cleaner now and then or do it yourself.'We shall not cease from exploration, and the end of all our exploring will be to arrive where we started and know the place for the first time. who on earth invented these windows anyway!
You're supposed to be able to move them, I tried but it looked so dodgy, I was scared the panel would fall in the street
I want to be able to clean my own windows...

Either ask you neighbours who they use, OR ask at your local Tourist Information office if you're in a town. Honestly, our Tourist Info people are lovely and they seem to have a list of pretty much anything and everything.Sealed Pot Challenge #021 #8 975.71 #9 £881.44 #10 £961.13 #11 £782.13 #12 £741.83 #13 £2135.22 #14 £895.53 #15 £1240.40 #16 £1805.87 #17 £1820.01 declared0

Unless it is specfically stated that window cleaning is the responsibility of the mangement company in your tenancy agreement, then I imagine that it'll be up to you to get it sorted. Do you pay a separate service charge? That may cover window cleaning, but you'd have to ask.
I know what you mean about window cleaners, though, they are as rare as hen's teeth round these parts.
Window cleaners are elusive fellas, so you have to have a plan to snare one.
A lot of people will be like you, happy to clean the downstairs, but there's no way they want to be perching precariously up a ladder.
Walk up and down the road, looking at the upper windows and if you spot a nice, sparkling window, go and ask them who cleans the windows. This is also a good starting point for a conversation with the neighbours if you are new to the area.0 -

Pickles, if you had read my post you would have noticed that I was referring to the householders.
And do you have any evidence that window cleaners are no longer allowed to clean off ladders without a harness?
The Health and Safety Exective don't seem to share your view on portable ladders.

My tenants are all on standard shorthold tenancy contracts and I have noticed that they never clean the windows to the stage where they are black with dirt.
Am I within my rights to request that they clean them despite the fact they are mid-way through a tenancy contract?0
