Which order? Top up to max and then transfer?

I want to add to my Abbey cash ISA (£2800 of my allowance left) and then transfer to an Abbey Direct ISA. Does it matter what order I do it. I thought it would be best if I pay in the funds first to the cash ISA (I use Abbey Internet banking) and then at some point this week go in to the branch to open the new ISA and arrange the transfer. I realise time is short and I will kick myself if I mess this up.
Is there any reason why I shouldn't do this or should I open the new ISA first, transfer funds and then top up?
Grateful to you for your expert advice. Thank you.

The transfer could take weeks so it would be best to fill up the orignal ISA before
