I tend to use http://www.Speedtest.net - have just tried http://www.skyuser.co.uk/tools/speedtester.php and was a little surprised by the results!

with Skyuser: download speed is 1328Kbps
with Speedtest: download speed is 3938Kbps

They were run 1 after another with no other apps running- that is quite a difference!

I pay for Virgin Media 4Mb- so I'm either getting what I pay for, or am being ripped off! (Have used Speedtest.net for a while now & always seems to give the speed I expect to be getting)
