MIN or MAXI ISA IS IT TO LATE

My partner and i both hold shares which are not held in any isa's at the moment we have some certificates others are being held by third parties so is it to late to open up a min or maxi isa and put these shares into an isa for this year and any suggestions which company s ?
Or do we just have wait for the next year we know Min cash isa has 3000 cash+4000 shares allowance and Max 7000 shares only. One off , the share certificates being held is more than any one year allowance ie more than ( 7k) held for a few years. how dose this fit in with the allowance do we have sell some of this holding up to the allowance to put it in or what? what would be the tax issues or CGT if this was carried.
my partner says she was told something about( bed a isa) both sides off the tax years but cant quite remember the details can any one help with the best ways to keep that grubby tax man away and get them into an isa ps we do not have a broker so can we do all this our selfs
