what should the watchman reading be?

Hi

We have a 1300 litre tank, what should the reading on the watchman be for a delivery of 1000 litres in an empty tank.

We have always had delivery of 1000 litres,but last time it was delivered it only measured 8 on the watchman, and we have always had readings previously of 10, were we short delivered last time or have we been given extra previously, or could it be the watchman sender being moved in the tank
