    I think the addage "if it's too good to be true, it probably isn't" applies. ISPs have to pay BT about £18 a month per ADSL user (last time i heard), and you got to factor in how much the revenue the ISP gets as well.

    No way can an ISP offer free ADSL, even in the Internet boom days of big advertising budgets. You'll just have to stump up the monthly charge of £20ish to get ADSL :-/
