Transfer number stolen

I have changed my phone from O2 to vodafone.
I requested a Pac code from O2 and give it Vodafone, only vodafone have given my number away!
I phoned this morning and they say this is the case and shouldn't of happened, they will try and sort this out.
Does this happen a lot and can you do anything, as they say this is near impossible.
I've been with an inactive SIM for a week now, can I claim anything back.:mad:
