Whats Best for my Mum & turnaround time

Hi everyone - couple of questions as I have been assigned ISA duty with days to spare so looking for a bit of advice!
My Mum recently turned 60 and took a lump sum from her pension to pay off some odds and end and save the remainder. Basically she is looking at putting away approx 4-5k (TBC), and thanks to this site I told her an ISA was the best best. Looking at the article Barclays seems the best for her but I was hoping if I outlined the circumstances anyone could advise if that were definitely the case.
She currently banks with Barclays and whilst not internet savvy an internet access acct would be fine. Instant access would be a benefit just in case. Ideally don't want to fiddle around chopping when rates changes but if we do would like not to be penalised for this.
The main thing is timescale - only 12 days left now so I thought as she already banks with barclays this may help or is the turnaround time elsewhere good. The other factor is she recently came out of hospital so lots of trips is not ideal - one visit signed and sealed would be better.
Advice would be lovely!!
