In December last year I visited the A & L Branch in Bristol and opened an Issue 3 ISA with £3000 and also transferred my holding in an existing ISA I had with them. In January I received a hastily scribbled note from the Branch enclosing a new form for me to sign and explaining that they had "Accidentally" shredded my signature. This I duly returned in the s.a.e. provided.
At the beginning of February I received a letter stating that as I had not returned the application form my account could no longer be considered an ISA and had been invalidated. I visited the Branch and met with the manager who apparently sorted things out. The next day I had a phone call from the manager who suggested that I opened an Issue 4 ISA and transfer the funds to it as it was paying a higher rate of interest. I then had a further form to sign and return which I duly did.
On checking on my account on-line a few days later I found both Issue 3 and Issue 4 ISAs but the cash was still in the Issue 3 ISA and had not been transferred. I phoned Customer Services who told me that it would take some days for the transfer to take place. However, no transfer has taken place and after several phone calls and a letter to Customer Service I have at last found out that no application form had been received. A new form was sent to me which I again duly filled in and returned in the s.a.e. provided but when after a week I phoned Customer Services yet again ( Up to £10 spent on calls so far mostly to listen to Muzak) I was informed that no application form had been received even though it was addressed for the personal attention of one of their operatives. I was also informed that the cash was effectively frozen so I could not even move it to a more reliable financial institution.
Bristol Branch refuse to reply to my messages left on their answerphone. To lose one application form may be deemed unfortunate, to lose two downright careless but three smacks of criminal incompetence. I am at a loss to know what to do next.

This has just been posted on another area of the forum: perhaps go higher to complain. If all else fails go to the Financial Ombudsman.
