I alwasy tend to say to people that are out to learn html and all related to get going with a template from a free provider and get a good web hosting account e.g I use https://www.session9.co.uk cheap only £6.50 a year for domain name and £15 a year for hosting package. Back to designing your site, Right once you have your template, play with it and add images etc. Session9 has a great editior you can use to if in need.
