Also economy car hire do a free 2nd driver and also dont charge for border crossing over to Spain which many of the other companies do.
Have used Travelrent via economy car hire for about the last 5 years and never had any problems0 -

The OP asked for a car hire company which operates on a "full to full" basis, presumably because they won't use a full tank.
Many companies abroad now operate on a "full to empty" basis, because it is always better for them:
- they charge an OTT price per litre for the full tank; and
- they get left with a fair amount in the tank in every case, especially for those only hiring the car to go to/from their resort and then leaving it in the hotel car park for the rest of the week.
It's an unfortunate consequence of cut-throat pricing in the car-hire market, probably caused (in the main) by the consolidators buying up their capacity at rock-bottom prices and selling it on to the end user.
Most of the consolidators don't make it clear that it may be (or is likely to be) "full to empty", which means you don't even get a fair choice.0
