inexpensive tracker funds and best discount broker for share isa?

Hi,

What would be the best way to start a "share and stock isa" in the UK?

I have CFD accounts with Barclays and TD Waterhouse already. Would they be suitable as stock ISA accounts? Or are there better accounts available?

I am looking to buy tracker funds with minimum initial cost and annual charges....Large cap UK, Euro stoxx or global tracker...

Any recommendations here?
maybe Index UK fidelity inv. Funds money builder UK index 0.27%
F&C FTSE all share tracker class 1 0.34%,
abbey national stockmkt 100 tracker growth ?

I have used the cash isa up to the max amount already.
need to move quickly to take advantage of this years allowance of 4000 UKP...
