That is for 2 ppl in a small flat unmetered.

How do they work out the 182 units ?

Your flat has a Rateable Value(RV) of £182.

This was the way 'local taxes' were assessed before 1990. It then became the Pol Tax and now the Council Tax.

Only water companies use that RV now.

For unmetered water and sewerage charges the charge is xx pence for each £1 of RV for water and yy pence for each £1 of sewerage(45.26p in your case) plus standing charges for both water and sewerage.

Water companies structure their charges in different ways. In Severn Trent the standing charge is very low(compared to yours) but a much higher price for each £1RV.

You will almost certainly be better off with a meter I would have thought.
