help please - new system or adapt old

hi folks

i'd be grateful for any comments or advice on the following. i have a baxi bermuda back boiler serving seven radiators and hot water to the cylinder upstairs. problems

1 no hot water

2 air seems to be getting into the system

an engineer inspected and suggested

1 identify and clear blockage to cylinder - £365 incl vat - but warned the
problem coud return at any time

2 move the pump from the ground floor to upstairs near the cylinder - £970
incl vat

3 have new boiler £3000 incl vat - i presume this includes decommisioning
the old boiler, removing cylinder and adjusting pipe work and anything else
needed.

does anyone have comments on how reasonable or otherwise these suggestions and costs are.
