I would definately ask them to choose another winner.
I wouldn't even have ask for a consolation prize. If they offered one then fine, but I wouldn't ask or expect one.
I understand what it's like when you win a runner-up prize that you cannot use when it was really the main prize you actually wanted, but it's a chance that you take when you enter. I would take comfort in the fact that somewhere there is someone out there who is about to get the prize I gave up and they will most probably be really happy to receive it.
