Phone scams?

I got a subscriber email from freelancers.net through this morning which had some potentially worrying information in it. Went as follows:

"Just thought I should post this as stuff like this drives me soooo mad.....

A number of our UK users have been getting missed calls on their mobile (it
only rings for less then half a ring so they are never given the opportunity
to pick up the call).

The Missed call number which is left begins 0703 XXXXXX

When you ring this it connects you to a recorded message which gives the
impression that you are dialing an international call (the dial tone is the
same). You then connect to an American recorded message saying that they are
trying to connect your call. This goes on for some time and then you get a
message saying that the the person you are trying to call is not available,
please redial 0703 XXXXXX This number connects to a recorded message of
someone saying "Hello, Hello... I can't here you.. Hello etc".. the line
then goes dead.

The 0703 number is a follow me anywhere number used within the UK, however
the costs to dial this number are variable as the 0703 number can be
forwarded to any other number including some premium rates.

If you receive a missed call from an 0703 number which you do not recognise
I would suggest that you do not dial this number

AND THIS:

There is a new kind of mobile phone scam. A missed call will show on your
mobile phone. The number is 0709 020 3840. The last four numbers may vary,
but the first four numbers will remain the same. If you call this number
back, you will be charged £50.00 per minute. People have complained about
their phone bills, once they have realised the cost of the call, but
apparently this is completely legal.

So beware, do not call back numbers beginning with 0709 or numbers that you
are suspicious of.

Despite the dozens of enquiries received by ICSTIS about these 'scams' (and most people appear to have heard about them second or third-hand), not one person who claims that it has actually happened to them has been able to produce a phone bill to support their story.

    ICSTIS urges any individual or organisation that receives an e-mail about these 'scams' to delete it immediately. Please do NOT forward it to others."

    The old Urban Myth yet again.Apart from anything else it is not possible to change the price of a call in mid flight.All you will pay to phone personal numbers is the rate that your supplier lays down to call these numbers.It cannot increase no matter where the call is terminated.

    You will notice that the OP sources are rather old?
