Smile Drops ISA rate

They have a higher rate ISA - when I rang up to ask about transferring into their eISA, they said not possible online, but they could send me literature for another ISA which I could transfer into, then do an 'internal' (my expression) transfer to eISA. 1. Drop the smile ISA rate immediately by more than the base rate cut
2. Drop the mortgage rate by less than the base rate cut
3. Delay the mortgage decrease for four weeks to 1st September
