chappers - OP will only be trying to do the right thing if he comes back and tells us which deposit scheme he is using ......0

If he isn't using one the best thing he can do is give them the deposit back in full ASAP because if they do any research or take advice they might find out that they are entitled to 3xthe deposit for the failure to protect it (they really *did* want to make this scheme self-policing)....chappers - OP will only be trying to do the right thing if he comes back and tells us which deposit scheme he is using ......0 -

Doing the right thing has nothing to do with justifying to you or anyone else on here which Tenancy Deposit Scheme he has used.
The OP's question is fair in that regardless of whether the bills are in the tenants names, they are linked to the property.
Any failure to pay the bills will therefore also be lodged against the property and cause future credit rating issues:wall:

Bills are NOT linked to the property, IF the bills are in the tenants' names & they get forwarding addresses.0 -
No they won't; credit agreements and histories can only be linked to PEOPLE, the notion of blacklisted address is false and it hasn't been the case for many years... This thread is so wrong
It fuels the dislike of landlords posts like this one
Our LL called Anglian water , pretended to be my other half , found out our balance and took it out of our deposit
Since then Anglin Water have apologised to us , compensated our account and i had to get a family friends solicitor to write to the LL to remind her of the laws regarding the action she took
Im sorry guys but a fair amount of landlords are ill informed ignorant scumbags

True, but utility companies do keep a record of properties where there have been previous debts. They are within their rights to insist on a prepayment meter. This would have an impact on the landlord as some tenants would be put off by this.
If the tenancy agreement provides for the showing of cleared utility bills before the return of the (protected) deposit then the tenant needs to comply.

Why has the tenant got a problem with clearing bills before they leave?
It can take weeks if not months to get a final bill out of utility companies - but still a tenant - utility company issue;
The OP wanted to withold it in case any issues arose - but even if they had the contract with hte tenant and utility compnay can't let the LL pay it - interferring with someone elses account is illegal.0
