Why can not I buy more than 2 PAYG mobiles?

I am sorry I do not know any background of this rules.
The Link,Dixons etc. have a restrictions in their Terms and Conditions as follows.
Purchases of more than two pay as you go mobiles require our prior approval; otherwise we may cancel your order without penalty at anytime. To obtain approval, or if you encounter a problem, call 08*******.
I do not know the reason. By the way, if I want to buy more than 2 PAYG mobiles such as 4, will they approve generally?
Any advice will be appreciated. Thanks.

yeah, i have this in place on my site,
what it is, is to protect us (retailer) from fraud,
you could be using a stolen credit card0 -
It's possibly to stop you buying a load cheap, then unlocking them and selling them on, on ebay.
